When switching to Standby on my amp, recently I've been hearing 1-2 seconds of static/crackling noise. Is that something to be concerned about, or evidence that something serious is about to fail?

It occurs because your amplifier is receiving a steady source of voltage when it is turned on and operating. You disconnect the high voltage portion of the power supply by flipping the standby switch from On to Standby. A lot of energy is being released by this!
