It is to switch between 6V6 and KT66 operation. It reduces B+ for the 6V6 and modifies the bias range .

And the O/L boost switch is on the Overdrive control knob on the front panel. When you pull the knob it engages the extra gain stage, and then the Overdrive knob controls the signal level coming out of the boost stage to the rest of the amp.
