I just received my 5E3 kit and was wondering If it is better to scuff up the chromed chassis metal with sand paper or Dremel to create a better grounding surface?

There are no Keps nuts for the #4 bolts that attach the tube sockets in my kit supplies. The tube sockets need nuts on them to keep from vibrating off. Are they not supplied on purpose?

The chassis holes for the tubes sockets are threaded. You shouldn't need any nuts (KEPS or otherwise) for the sockets to be mounted securely.

Yes, I called Stephen and he said to put some loc-tite on the screws. There's a lot of vibration on amps and I was concerned about loose bolts.

It seems the tube socket mounting holes don't match the #1 pin position on the chassis diagram. the #1 pin is 45 degrees off from the alignment shown on the chassis diagram. Am I doing something wrong?

Use the guide as a guide. You aren't doing anything wrong. Sometimes the drawing are sketches for direction.

There are 2 small black plastic grommets that I cannot find a use for in the instructions.
What are they used for? I don’t want to go any further until I know.

For output transformer lead protection through 1/2” dia holes on top of chassis
