With the second one, when I powered up with only the rectifier, all good voltage measurements. When I powered up with all tubes and a (known good) speaker and speaker cable, I got a loud pop and a loud hum.

I disconnected the OT leads and checked them all (per coco's specs). All good.

I checked, double checked and triple checked all components. I compared everything to my functional TC15. I just can't seem to find anything wrong.

Any suggestions?

Power tube! Swapped with a known good EL84 and sure enough, problem went away.

Easy solution to what was looking to be a really hard problem.
