I know this thread is a few months old, but was this ever solved?
I am experiencing a similar interaction with the mv and cut controls in my tc15. My cut control does work with the mv engaged but only at high volume. As I turn the mv down, the cut control becomes less and less effective to the point where it seems to do nothing. Looking at the schematics, this interaction looks normal to me, since as the mv is turned down, more signal is passing through the mv pot, essentially shorting-out the cut control. I'm a bit of a noob when it comes to signal flow/schematics, so I may be way off, but it makes sense in my head.
Is there any way to make the cut control useable at low mv levels? I would imagine a different style of mv control may be needed?

Bridging pins 1 and 2 won't make a difference.

If the circuit is wired according to the schematic, the cut control will work at all levels. It may be a perception since it is quieter and seemingly less effect. You can double the size of the cut cap and get more of a cut effect if you want it.
For the cut to work independently of the MV, it has to be across the coupling caps to the power tubes. that is how it is drawn in the layout diagram.
