I am out of ideas, if there is anyone that could help me out I would greatly appreciate it. Everything seems to work fine with the master all the way down, as soon as I turn it up it seems to act like a compressor. I have checked the wiring over and over, tried different tubes. Did the chopstick poking around and all seems well. Voltages seem a little high, not sure if this is normal or not. Am I missing something obvious?

I know its hard to tell where the components are soldered on the tube sockets. I have checked all the connections over and over again. Everything is where it is supposed to be.

I disconnect the master volume from the v3 22k resistor on pin 7 and now it continues to hum all the time, so it seems the issue is before the master volume. I was thinking maybe it had something to do with shielded cable but no luck.

The problem was resolved simply by switching to a new set of preamp tubes. I removed the tubes from a working unit (TC15) while i waited for a new set to come in, for some reason the Triwatt didn't like these tubes. Popped in the new set, Voltages are now closer to normal and the amp sounds GREAT!!
